Advanced Wetland Delineation & Management / Interim Regional Supplement Training

This course is a follow-up to our Wetland Delineation and Management Training Class and expands on the topics of interest to practicing wetland scientists, specifically:

  • Thorough review of basic wetland delineation, including atypical situations and problem areas,
  • Use of the Interim Regional Supplement for that area,
  • Recent changes to Soil Taxonomy and NTCHS criteria changes,
  • Setting up a water table monitoring program,
  • Determining true growing season,
  • Comprehensive Wetland Delineation,
  • Soil Survey application, information and field confirmation of a map unit,
  • Recent changes to federal wetland regulations and policies -   what is the Corps no longer regulating?  What is the Corps now regulating?
  • Recent state wetland regulation changes,
  • Water Quality Certification,
  • Nationwide Permits and Regional Conditions,
  • Wetland compensation (Mitigation) options, including benefits, disadvantages and applications of each,
  • Preparing Individual Permit Applications (ENG 3345 Form), Alternatives Analysis Reports, and Mitigation Monitoring Reports,
  • Review and follow-up question and answer period

Skills & Knowledges

By the completion of this course, participants will be able to:
  • Review their wetland delineation skills,
  • Apply the Interim Regional Supplement wetland delineation method,
  • Set up a water table monitoring program to determine true hydrology,
  • Determine true growing season, based on soil temperatures,
  • Perform a Comprehensive Wetland Determination,
  • Complete an Individual Permit Application,
  • Develop an Alternatives Analysis,
  • Select the most appropriate compensation (mitigation) options,
  • Assess which wetlands were affected by the SWANCC vs. US Supreme Court decision,
  • Determine if a dredging activity requires a Section 404 Permit,
  • Select an applicable Nationwide Permit for a project, if any, and satisfy the general and regional conditions,
  • Satisfy the Water Quality Certification (Section 401) requirements,
  • Set up and perform a Comprehensive Wetland Delineation.

    • (¼ Day): Review of basic wetland delineation and questions and answers,
    • (¼ Day): Setting up water table and growing season monitoring programs,
    • (¼ Day): Recent changes to federal wetland regulations and policies, including:
      • Implications of SWANCC vs US, January 10, 2001, Supreme Court ruling,
      • Current status of dredging - does it need a permit or not?
      • Definition of "adjacent" water bodies.
    • (¼ Day): Coordination of the Water Quality Certification (Section 401 of the Clean Water Act) with Section 404,
    • (1 Day): Detailed applications of the current (March, 2000) Nationwide Permits and Regional Conditions (participants will receive the posted Regional Conditions of all Corps Districts) including application, conditions, and notification requirements,
    • (½ Day): Case studies of five wetland compensation (Mitigation) options,
    • (½ Day): "How to":
      • Complete a Section 404 Individual Permit Application (ENG 3345 Form),
      • Prepare a "typical" Alternatives Analysis,
      • Prepare a "typical" Mitigation Monitoring Report,
    • (½ Day): Comprehensive Wetland Determination field setup and determination of one observation point,
    • (¼ Day): Detailed "walkthrough" of a typical, current Soil Survey and field confirmation of a map unit,
    • (¼ Day: Review and follow-up question and answer period

     

    Prerequisites

    The prerequisite for this course is one of the following:

    • Competency in the topics of our Wetland Delineation and Management Training Class

     

    Logistics

    • This course is generally four days long (some courses with state rules may be longer), either Monday through Thursday, or Tuesday through Friday.  Orientation begins at 7:30 am on the first day.  Courses start at 8:00 am and end at 5:00 pm daily, with an hour-long lunch and (2) 15-minute breaks.  The instructor will be available from 7:30 - 8:00 am daily for questions.

    • You will be confirmed within 2 days of registering by telephone, email, or fax.

    • Your cancelled check or credit card statement is generally accepted by the IRS; however, we give you a receipt at the end of a course.   if you need a receipt from RCET before the course, please let us know and we will mail, email, or fax you a receipt before the course.

    • Your comprehensive workbook will be provided on the first day of class.  You only need to bring pens, although they are often provided by the hotel.

    • We generally provide coffee in the morning and soft drinks after lunch.  Occasionally a continental breakfast is included, if so, you will be notified beforehand.

    • Lunch is on your own; on field trip days, we will stop at a mutually-agreeable location for a sit-down lunch.

    • Transportation  is generally provided from the training center to the field.  Occasionally, we may ask for a volunteer to drive to a site.

    • Dress appropriately for the weather; our classes range from cold weather (<20° F) to very hot (>90° F).  If you are not sure what the expected weather is, please see The Weather Channel. For cold climates, we recommend Sorel® or Lacrosse® (or equivalent) insulated, waterproof boots; multiple socks; multiple layered clothing; head covering and mittens (preferred) or gloves.  For hot weather, we recommend full skin covering (i.e., long sleeves and long pants), and leather Gore-Tex® or rubber mid-calf (preferably white) boots.  Snake chaps or snake boots may be appropriate. All persons should carry drinking water and a snack, and, if appropriate, sunscreen and / or insect repellant.

    • The instructor will have a cellular telephone for emergencies.

    • If you are allergic or may be allergic to bee or wasp stings or ant bites, contact your physician and the instructor before the field trip.

    • For courses in foreign countries and US islands (including the US Virgin Islands, Puerto Rico, Hawaii and Guam), participants are required to show proof of citizenship before returning to the continental US.  In the Cayman Islands and in the US islands, proof of citizenship can be demonstrated by producing a passport or an ORIGINAL birth certificate.

    • Now, a note from out legal counsel:  Because of the field nature of this course, there are hazards that we cannot foresee (including, but not limited to, slips; trips; and falls, sharp objects, uneven terrain, venomous snakes, bees; wasps; and ants, cold and heat stress, lyme disease, chiggers, large mammals, alligators, & poison ivy). 

    • That said, the field trip portion of this course carries no more health and safety risk than what the typical wetland scientist would expect in a day's assignment!  And after 400+ field trips, we have never experienced anything more severe than athlete's feet!
